Ingredients:
– 2 lbs (900g) small red potatoes, cut into bite-sized pieces
– 1 cup sour cream
– 1/2 cup mayonnaise
– 1 tablespoon Dijon mustard
– 1 teaspoon apple cider vinegar
– 1 teaspoon garlic powder
– 1 teaspoon onion powder
– Salt and pepper, to taste
– 1 cup shredded cheddar cheese
– 1/2 cup cooked and crumbled bacon
– 3 green onions, sliced
– 2 celery stalks, diced
– Fresh chives, chopped (for garnish)

Instructions:
1. **Cook the Potatoes:**
– Place the potatoes in a large pot and cover them with cold water.
– Bring the water to a boil, then reduce the heat and simmer until the potatoes are tender, about 10-15 minutes.
